Choosing an office or shop is an important step when setting up a business in Qatar. The premises must support the company’s planned activity and licensing route, and the required documents can vary by location and business type.
Before signing a lease, check what the relevant authority requires for your proposed activity. This can help you avoid paying for a space that cannot be approved for your business.
Does every business need an office in Qatar?
There is no single office-space rule that applies to every business. Requirements can depend on the activity, the location and the route used to establish the company.
A shop, warehouse, clinic and consultancy office serve different purposes, so their premises may need to meet different conditions. Some activities may also require approvals from other authorities. Don’t assume that a mailing address, virtual office or shared workspace will qualify. Confirm whether the arrangement is accepted for your specific activity and licensing route before committing to it.
Check the premises before signing the lease
The Ministry of Commerce and Industry advises investors to obtain initial approval from the Commercial Licences Section before signing a lease for the premises. Before you sign, check:
- Whether the activity is allowed at that address and in that type of premises
- Whether the property’s permitted use matches the proposed business
- Whether the landlord or property manager can provide the required documents
- Whether the lease can be registered or submitted in the form required for licensing
- Whether the premises need inspection or additional approvals
These checks are especially important when the business needs a customer-facing location, storage, specialist equipment or regulated facilities.
What documents may be required?
For a new commercial licence, the application may require a rental agreement or an accepted alternative, a building completion certificate or equivalent, and authorisation documents if the property is subleased. Depending on the activity and location, further approvals may also be needed. hukoomi.gov.qa
The Single Window service information also lists premises documents such as a lease or title deed and a building completion certificate. Additional attachments can depend on the application details and the business activity. investor.sw.gov.qa
Prepare the documents that apply to your case, and check that the company details, address and intended activity are consistent across the application.
Commercial Registration and commercial licence are different steps
A Commercial Registration (CR) records the company and its registered activities. The commercial licence or permit relates to the business operating from its approved location.
If the location is not ready, the company may be able to receive its CR without the commercial permit. The business must not begin the licensed activity until it has obtained the required permit. The Single Window guidance says the location should be ready and that an inspection may apply, depending on the case. investor.sw.gov.qa
Plan for more than rent
The total cost of premises can include the rent, deposit, service charges, utilities, fit-out and any costs for preparing the site. Government fees and approvals are separate and may vary based on the activity and application.
When comparing locations, consider the full cost of making the premises suitable for the business. A space with lower rent may require extensive modifications or may not meet the conditions for the proposed activity.
What about home offices and shared workspaces?
Some business setups may have options for home-based, shared or business-centre premises, but availability does not mean every activity can use them. Requirements can differ across licensing routes and facility operators.
Confirm whether the specific space and agreement can support your CR and commercial licence before paying a deposit. A general address or desk arrangement should not be treated as approval for every business activity.
A practical checklist before renting
Before committing to a location:
- Confirm the exact business activity and licensing route.
- Check that the premises can be used for that activity.
- Ask which lease and property documents will be required.
- Confirm whether the property needs inspection or third-party approval.
- Seek the relevant initial approval before signing the lease.
- Include rent, deposits, fit-out and ongoing premises charges in your budget.
- Verify the latest requirements through the Ministry of Commerce and Industry or Qatar Single Window.
